It is possible to build Mono runtime and BCL using Visual Studio without any prerequisites on Cygwin or WSL environment, see build Mono without Cygwin or WSL for details. If WSL (Windows Subsystem for Linux) is used instead of Cygwin, corresponding packages needs to be installed into WSL environment. NOTE, below instructions apply to Cygwin.
